Last updated 24 October 2026 · By the AIActGuide.net Editorial Team · How we fact-check · Print this page

The EU AI Act full text is Regulation (EU) 2024/1689, published in the Official Journal on 12 July 2024 and amended once, by Regulation (EU) 2026/1744, whose changes the consolidated text of 27 July 2026 incorporates. That consolidated text counts 119 numbered articles and 14 annexes, six articles and one annex more than the 2024 publication. Only the two Official Journal publications are authentic; the consolidated text is a documentation tool without legal effect.

The act was signed in Brussels on 13 June 2024 by the Presidents of the European Parliament and of the Council and entered into force on 1 August 2024. The text behind the EU AI Act lays down harmonised rules on artificial intelligence for the whole Union, and its provisions apply in stages under Article 113 up to 2 August 2028. Its general date of application is 2 August 2026 (Article 113, second paragraph).

Where Is the Official Full Text of the EU AI Act Published?

The official full text of the EU AI Act is published in the Official Journal of the European Union, L series, as OJ L, 2024/1689 of 12 July 2024, and EUR-Lex holds it under CELEX 32024R1689. The L series has carried no issue numbers since October 2023, so a reference such as "OJ L 168" points to no AI Act publication. EUR-Lex and the Commission offer four official access points to the text:

The Full Official Title and Identifiers of Regulation (EU) 2024/1689

Regulation (EU) 2024/1689 carries the full title "Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024 laying down harmonised rules on artificial intelligence and amending Regulations (EC) No 300/2008, (EU) No 167/2013, (EU) No 168/2013, (EU) 2018/858, (EU) 2018/1139 and (EU) 2019/2144 and Directives 2014/90/EU, (EU) 2016/797 and (EU) 2020/1828 (Artificial Intelligence Act)", with "Artificial Intelligence Act" as its short title in brackets. Regulation (EU) 2024/1689, OJ L, 2024/1689, 12.7.2024.

"AI Act" is the common abbreviation of that short title. The header line "Text with EEA relevance" marks the act as relevant to the Agreement on the European Economic Area.

Downloading the AI Act Text as a PDF from EUR-Lex

The authentic PDF of the AI Act is the Official Journal file on the EUR-Lex page of Regulation (EU) 2024/1689, available in each language version of the OJ. That file shows the act as published on 12 July 2024, with 113 articles and none of the 2026 changes. The current wording sits in the consolidated text 02024R1689-20260727 at its own EUR-Lex address, and the amending act has its own Official Journal file, OJ L, 2026/1744. A PDF of the AI Act on any other website is a copy: it has no legal status of its own, and a copy made before 27 July 2026 lacks the six inserted articles and Annex XIV.

Four texts of the AI Act exist: two authentic Official Journal publications (Regulation (EU) 2024/1689 and the amending Regulation (EU) 2026/1744) and two consolidated versions without legal effect (02024R1689-20240712 and 02024R1689-20260727). Their identifiers, dates and legal status compare in one table:

Text Identifier Date Legal status
Official Journal text of Regulation (EU) 2024/1689 CELEX 32024R1689, OJ L, 2024/1689 12 July 2024 Authentic
Regulation (EU) 2026/1744 (Digital Omnibus on AI) CELEX 32026R1744, OJ L, 2026/1744 Published 24 July 2026, in force 27 July 2026 Authentic; marked M1 in the consolidated text
Original consolidated version 02024R1689-20240712 12 July 2024 No legal effect
Current consolidated version 02024R1689-20260727 27 July 2026 No legal effect

Publications Office record of CELEX 32024R1689, checked 24 October 2026.

The two consolidated versions are the only ones recorded for the act, and no amending act other than Regulation (EU) 2026/1744 appears in the Publications Office record as of 24 October 2026. A later amendment would produce a new consolidated version with a new date suffix in its identifier.

The consolidated text 02024R1689-20260727 merges Regulation (EU) 2024/1689 with the changes of Regulation (EU) 2026/1744 in force since 27 July 2026, and it has no legal effect. Its disclaimer opens with the sentence "This text is meant purely as a documentation tool and has no legal effect." The disclaimer adds that the Union's institutions assume no liability for its contents and that the authentic versions, preambles included, are those published in the Official Journal.

The header of the consolidated text lists one amending act, "►M1" for Regulation (EU) 2026/1744 of 24.7.2026. Inside the text, the marker ►B flags wording of the 2024 basic act and ►M1 flags wording inserted or replaced in 2026, and M1 markers appear on 36 existing articles, from Article 1 to Article 113. Each provision therefore shows whether it still reads as in 2024 or as amended.

Which Version to Read and Which to Cite

Read the consolidated text of 27 July 2026 to see the law as it stands, and cite the two Official Journal texts wherever legal effect matters. The four steps give an orientation, not a legal assessment:

  1. Read the consolidated text 02024R1689-20260727 for the current wording of every article and annex.
  2. Cite Regulation (EU) 2024/1689 and Regulation (EU) 2026/1744 as published in the Official Journal in contracts, filings and submissions to authorities.
  3. Quote the 2024 wording only as dated history, for example the former Article 4 duty to "ensure, to their best extent" AI literacy, which applied before 27 July 2026.
  4. Check the "always latest" ELI before relying on a stored copy.

A provision quoted from the consolidated text can be matched to the authentic wording by tracing its ►B or ►M1 marker to the Official Journal act it comes from.

What Changed in the Text on 27 July 2026

Regulation (EU) 2026/1744 changed the text on 27 July 2026 in 43 amending points of its Article 1: it inserted six articles, amended 36 existing ones, amended Annexes I and VIII and added Annex XIV. The counts and key wording compare before and after that date:

Item 2024 Official Journal text Consolidated text of 27 July 2026
Articles 113 119 (Articles 4a, 60a, 75a, 75b, 75c and 75d inserted; none repealed)
Annexes 13 (I to XIII) 14 (Annex XIV added by Article 1, point (43))
Recitals 180 180 (the 47 recitals of Regulation (EU) 2026/1744 stay in that act)
Chapters 13 13
Annex III high-risk rules From 2 August 2026 From 2 December 2027
Annex I high-risk rules From 2 August 2027 From 2 August 2028
Article 4 Providers and deployers "ensure, to their best extent" AI literacy Providers and deployers "shall take measures to support the development of AI literacy"

The six inserted articles cover the processing of special categories of personal data for bias detection and correction (Article 4a), the testing of high-risk AI systems covered by Annex I Section B legislation (Article 60a) and the AI Office's supervisory and enforcement powers, commitments, fines and safeguards (Articles 75a to 75d). Every amended article, every inserted paragraph and every moved date is set out in the guide to what Regulation (EU) 2026/1744 changed, point by point. Articles 2 and 3 of the amending act also change Regulations (EU) 2018/1139 and (EU) 2023/1230, and its Article 4 sets entry into force on the third day after publication.

The Digital Omnibus on the digital legislative framework, proposal COM(2025) 837 of 19 November 2025 (procedure 2025/0360(COD)), is a separate, pending proposal at the Parliament stage "Awaiting committee decision" (OEIL, 24 October 2026), and it does not amend Regulation (EU) 2024/1689. The "stop-the-clock" mechanism proposed for the high-risk rules was not adopted; the final text sets fixed dates instead.

Corrigenda to the AI Act: The Four Official Journal Corrections

Four corrigenda to Regulation (EU) 2024/1689 appeared in the Official Journal between 9 October 2025 and 4 May 2026, and each corrects only some language versions, none of them English. The register lists each corrigendum with its date and the language versions it corrects:

No. CELEX Date Language versions corrected English
1 32024R1689R(01) 9 October 2025 DE, FR, GA, HU, LT, SK, SL, ES, SV No
2 32024R1689R(02) 19 December 2025 NL, SL No
3 32024R1689R(03) 27 March 2026 CS No
4 32024R1689R(04) 4 May 2026 ES, NL No
Amending act 32026R1744R(01) 29 September 2026 DE (Article 1, point (8), new Article 6(1b)) No

Publications Office, 24 October 2026; ELI pattern http://data.europa.eu/eli/reg/2024/1689/corrigendum/2025-10-09/oj.

Corrigendum 1 corrects nine language versions at once, including German and French, while the other three correct one or two each. The Council documents behind them are ST 10623 2025 INIT, ST 16571 2025 INIT, ST 6980 2026 INIT and ST 7736 2026 INIT, and each corrigendum has its own ELI with its publication date. The English text therefore carries no corrected passage.

Regulation (EU) 2026/1744 has one corrigendum of its own, OJ L, 2026/90810 of 29 September 2026, which corrects only the German version of Article 1, point (8). No second corrigendum to the amending act is recorded as of 24 October 2026.

Reading the Text Part by Part: Five Reference Pages

The text of the AI Act divides into 180 recitals, 13 chapters holding 119 numbered articles, and 14 annexes, and each part is read with its own key:

Page What it answers Key figure
EU AI Act summary The 13 chapters and their article ranges 13 chapters
AI Act articles Every numbered article with the page that explains it 119 articles, six inserted in 2026
AI Act annexes I to XIV What each annex contains and when it applies 14 annexes, Annex XIV added
AI Act recitals How the 180 recitals guide interpretation 180 recitals, not binding
EU AI Act legislative history The procedure from proposal COM(2021) 206 of 21 April 2021 Procedure 2021/0106(COD)

Recitals are not binding: they state the reasons for the provisions and guide their interpretation. Articles are cited by number and paragraph, such as Article 6(3), point (a), and inserted articles carry a letter after the number, such as Article 4a. Annexes are cited by Roman numeral and point, such as Annex III, point 4(a).

When Each Part of the Text Applies, as of 24 October 2026

The text entered into force on 1 August 2024 and applies in stages under Article 113 as amended: generally from 2 August 2026, with earlier dates for most prohibitions and for general-purpose AI models and later dates for the high-risk rules. Article 5(1), points (a), (b) and (c) to (h), applies since 2 February 2025, while points (ba) and (bb) and Article 5(1a) and (1b) apply from 2 December 2026.

Date Provision of Article 113 What applies Status on 24 October 2026
1 August 2024 First paragraph Entry into force Applies
2 February 2025 Third paragraph, point (a) Chapters I and II, except Article 5(1), points (ba) and (bb), and Article 5(1a) and (1b) Applies
2 August 2025 Third paragraph, point (b) Chapter III Section 4, Chapters V, VII and XII, Article 78, except Article 101 Applies
27 July 2026 Third paragraph, point (d) Articles 102 to 110 Applies
2 August 2026 Second paragraph General date of application, including Article 50 and Article 101 Applies
2 December 2026 Third paragraph, point (a), exception; Article 111(4) Article 5(1), points (ba) and (bb), Article 5(1a) and (1b); Article 50(2) for generative AI systems placed on the market before 2 August 2026 (AI Act 2 December 2026) Upcoming
2 December 2027 Third paragraph, point (c)(i) Chapter III Sections 1 to 3, except Article 6(5), for Annex III systems (AI Act 2 December 2027) Upcoming
2 August 2028 Third paragraph, point (c)(ii) Chapter III Sections 1 to 3, except Article 6(5), for Annex I systems (AI Act 2 August 2028) Upcoming

Before 27 July 2026 the text set 2 August 2026 for the Annex III rules and 2 August 2027 for the Annex I rules, and Regulation (EU) 2026/1744 replaced point (c) of the third paragraph to move them. A source that still names those dates quotes the law as it stood before 27 July 2026.

Chapter III Sections 1 to 3 are postponed, while Section 4 on notifying authorities and notified bodies has applied since 2 August 2025. Article 6(5), the Commission's duty to issue classification guidelines, is excepted from the postponement.

Article 111 adds transition dates for systems and models already on the market, for example 2 August 2027 for general-purpose AI models placed on the market before 2 August 2025 (Article 111(3)). Every application date from 2024 to 2030, transitions included, is set out in the EU AI Act timeline. Article 111(4) adds 2 December 2026 for generative AI systems placed on the market before 2 August 2026.

Who the Text Binds: Provider, Deployer and the Other Four Operators

The text addresses six operators defined in Article 3(8): the provider, the product manufacturer, the deployer, the authorised representative, the importer and the distributor. Article 2(1), points (a) and (c), reaches providers established outside the Union that place AI systems or general-purpose AI models on the Union market or put AI systems into service there, and third-country providers and deployers whose system output is used in the Union.

The obligations of each operator follow from its role and from the risk class of the AI system or model. Size changes the fine ceiling: fines on SMEs, including start-ups, are capped at the lower of the two amounts in each tier of Article 99 (Article 99(6)).

One company can hold more than one role, and Article 25(1) makes a distributor, importer, deployer or other third party the provider when it puts its name or trademark on a high-risk AI system already placed on the market or put into service, makes a substantial modification to such a system so that it remains high-risk, or modifies the intended purpose of a system not classified as high-risk so that it becomes high-risk. The guide to provider vs deployer and the other AI Act roles explains which role a company holds in each of these cases. The main articles and dates for each operator are:

Operator Main articles of the text Applies from
Provider of a high-risk AI system Articles 16 to 18 (Chapter III Section 3) 2 December 2027 (Annex III) or 2 August 2028 (Annex I)
Deployer of a high-risk AI system Article 26; Article 27 for some deployers 2 December 2027 (Annex III) or 2 August 2028 (Annex I)

Product manufacturer Article 25(3) 2 August 2028
All providers and deployers Article 4; Article 5 Article 4 and Article 5(1), points (a), (b) and (c) to (h), since 2 February 2025; points (ba) and (bb) and Article 5(1a) and (1b) from 2 December 2026
Providers and deployers under Article 50 Article 50 2 August 2026
Providers of general-purpose AI models Article 53; Article 55 for models with systemic risk 2 August 2025

How to Cite the AI Act and Its Provisions

The AI Act is cited from the elements of its Official Journal record: Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024 (Artificial Intelligence Act), OJ L, 2024/1689, 12.7.2024, with the ELI http://data.europa.eu/eli/reg/2024/1689/oj. The amending act is cited the same way, as Regulation (EU) 2026/1744 of 8 July 2026, OJ L, 2026/1744, 24.7.2026. A provision is cited as the act numbers it, with paragraph, point and subpoint:

Element Example from the OJ record

An unnumbered paragraph Article 113, third paragraph, point (c)(i), as amended by Regulation (EU) 2026/1744
An annex point Annex III, point 4(a)

Citation elements taken from the Official Journal record of the act; not an official style rule.

Cite the Official Journal texts, not the consolidated text, wherever legal effect matters. Recitals are cited as "recital (n)", for example recital (1) of Regulation (EU) 2024/1689, and the recitals of the amending act keep their own numbers in that act. A quotation of the 2024 wording carries its date, such as "Article 4, as it read before 27 July 2026".

Beyond the Text: Instruments Adopted under the AI Act and the Path to Compliance

Three implementing acts are based on the AI Act as of 24 October 2026, no delegated act is recorded by the Publications Office, and the Commission's guidelines explain the text without binding force. Each instrument, guideline and draft, with its date and status, is listed in the register of EU AI Act guidelines, implementing and delegated acts. The three Commission implementing acts adopted under the act are these:

  • Implementing Regulation (EU) 2025/454 of 7 March 2025 on the scientific panel of independent experts, OJ L, 2025/454, 10.3.2025.
  • Implementing Regulation (EU) 2026/1755 of 20 July 2026 on the conduct of certain proceedings by the Commission, OJ L, 2026/1755, 21.7.2026.
  • Implementing Decision (EU) 2026/2274 of 12 October 2026 on harmonised standards for high-risk AI systems, OJ L, 2026/2274, 14.10.2026.

Article 97 governs the delegated acts the Commission may adopt, for example under Article 7(1) to amend Annex III. The Article 6(5) guidelines on high-risk classification exist only as a draft of 19 May 2026, and the Commission announced on 19 May 2026 that the final guidelines will be adopted by the end of 2026. Guidelines under Article 96 are not binding and do not change the text.

EN 18286:2026, the quality management system standard cited by Implementing Decision (EU) 2026/2274, is the only harmonised standard cited under the AI Act as of 24 October 2026. Its citation gives a presumption of conformity with the Article 17 requirements it covers since 14 October 2026.

Reading the text is the first step of compliance, and turning its articles into tasks is the next. The guide to EU AI Act compliance sets out a step-by-step programme for providers and deployers. That programme starts from the inventory of AI systems and the role of each operator.

The legal form of the AI Act follows from its status as a regulation, its reach beyond the Union from Article 2 and its enforcement from Articles 99 to 101 and 113.

Is the AI Act a Regulation or a Directive, and What Do National Laws Add?

The AI Act is a regulation, binding in its entirety and directly applicable in all Member States.

National laws implement or supplement it, and the bodies each Member State designated are listed among the AI Act national competent authorities. Under Article 70, Member States had to designate at least one notifying authority, at least one market surveillance authority and a single point of contact by 2 August 2025, and Article 99(1) leaves the penalty rules to them within the maxima of Article 99.

Is a Parliament PDF or a Third-Party Copy the Official Text?

Only the Official Journal texts are authentic; a Parliament document or a third-party copy is not the official text.

Parliament documents belong to the legislative history of procedure 2021/0106(COD), which led to the act published on 12 July 2024. The AI Act Explorer of the Commission's Service Desk bases its text on the EUR-Lex consolidated version as at 27 July 2026, yet it remains a reading aid, not an authentic publication.

Does the Full Text Apply to Companies outside the EU?

The full text applies to providers placing AI systems or general-purpose AI models on the Union market, or putting AI systems into service there, irrespective of where they are established (Article 2(1), point (a)), and to third-country providers and deployers whose system output is used in the Union (point (c)).

The guide to the EU AI Act for non-EU companies explains when US and UK providers must comply. The same text applies to them: no separate version of the act exists for non-EU companies.

Can the AI Act Text Be Enforced Yet, and What Are the Penalties?

Yes: the penalties chapter, Chapter XII, applies since 2 August 2025, and the Commission's enforcement powers, including Article 101 fines on providers of general-purpose AI models, apply since 2 August 2026.

The guide to EU AI Act penalties sets out fines under Articles 99 to 101. For prohibited practices, Article 99(3) sets the maximum that national penalty rules must provide for at EUR 35 000 000 or 7 % of total worldwide annual turnover, whichever is higher, and the AI Office can also fine under Article 75c for AI systems within its competence.
